In a large saucepan, combine water, rice, and cinnamon stalks over medium-high heat. Cover and bring to a boil for sixteen to eighteen minutes.
After removing the cinnamon sticks and draining any residual liquid, return the rice to the pan over medium-high heat. Bring to a boil the evaporated milk, sweetened condensed milk, and whole milk.
Reduce the heat to low and cook, whisking constantly, for about 20 minutes. As the milk thickens, it is critical to agitate continuously to prevent it from burning.
Sprinkle rice into serving plates before garnishing with cinnamon. Keep toasty.
