Preheat the oven to 350 degrees Fahrenheit. Prepare a baking tray by lining it with parchment paper. Aside; set aside.
Melt 1 cup chocolate morsels and butter in a saucepan over low heat, stirring intermittently. After removing from heat, allow to chill for some minutes.
Combine the eggs and sugars in a medium basin. After blending until thoroughly incorporated, whip for a few minutes.
Blend in the tempered chocolate and vanilla extract until combined. Combine the flour, cocoa, baking powder, and salt in a separate basin. Blend this into the moist ingredients until only combined. Stir in the chocolate morsels that remain.
Relax for ten minutes.
Place the scooped cookies on the prepared baking sheet. Bake, or until set, for ten minutes. Allow to settle for five minutes before removing from cookie sheets to finish cooling.
