Bring the oven to 350 degrees Fahrenheit. Grease and set aside a 9-by-13-inch casserole dish.
Combine the flour, oats, brown sugar, salt, and 1 cup butter in a large basin using a spoon. One cup of the mélange should be reserved.
The remaining mixture should be pressed into the baking dish's prepared bottom.
Combine condensed milk, chocolate morsels, and the remaining 2 tablespoons of butter in a medium pot over medium-low heat.
Constantly stir until the chips have melted and the mixture is thoroughly combined.
After coating with M&Ms, bake for twenty-five to thirty minutes. Allow to fully chill in the pan prior to slicing.
