Preheat your oven to 375°F (190°C) and line baking sheets with parchment paper.
In a medium bowl, sift together the flour, baking soda, and baking powder. Set aside.
In a large bowl, cream together the butter and sugar until smooth. Beat in the egg and vanilla until well blended.
Gradually blend in the dry ingredients until just incorporated. Be careful not to overmix.
Roll rounded teaspoonfuls of dough into balls and place them on the prepared baking sheets. Flatten each ball slightly with the bottom of a glass that has been dipped in sugar.
Bake for 8 to 10 minutes in the preheated oven, or until the edges are lightly golden.
